Galal ElShishiney is the Head of the Central Administration for Healthcare Quality at Egypt Ministry of Health and Population, where he has played a pivotal role in reshaping the nation healthcare quality landscape. He has been instrumental in launching Egypt national Patient Safety Strategy and driving a fundamental shift toward patient-centred care, including the establishment of a dedicated Patient Engagement Administration, a first in the Egyptian healthcare context. Under his leadership, a suite of transformative initiatives has been introduced, including Patient Advocates and Patient Safety Ambassadors intiatives, Patient-Friendly Hospital initiatives, Patient Navigation Units, and Patient Engagement Responsible Offices, collectively redefining the relationship between healthcare institutions and the patients they serve.
Academically, Galal holds a Master of Medical Sciences in Global Health Delivery from Harvard Medical School, an MBA from the Arab Academy of Science and Technology, professional diploma in healthcare quality reform form the American University in Cairo and is currently pursuing his PhD in Public Health at Capital Medical University in Beijing.
His operational career spans over a decade of senior leadership within Egypt Ministry of Health, including serving as Associate Minister for Public Health and Health Policies, General Supervisor of the 100 Million Healthy Lives Initiative, and National Focal Point for the EU Health Security Initiative with the European Centre for Disease Prevention and Control. He has also consulted for the World Bank and Access Health International.
A published researcher with an h-index of 5, Galal has contributed to peer-reviewed journals including the New England Journal of Medicine, The Lancet, and the Chinese Medical Journal, with work spanning hepatitis C elimination, NCD burden, cancer epidemiology, and health economics.
